California is taking a significant step towards modernizing its legislative processes by integrating generative artificial intelligence (AI) tools. The California Department of Finance announced an initiative to allow state employees to utilize AI to better analyze the costs and impacts of proposed legislation. This move is part of a broader strategy to incorporate advanced technology into government operations, aiming to improve efficiency and accuracy.

The new project involves a partnership with the AI technology company Authorium, utilizing Amazon Web Service’s Bedrock platform, which supports various large language models including Meta’s Llama. The Department of Technology will oversee the system’s use, security, and maintenance, ensuring responsible deployment.

According to Christian Beltran, the deputy director of legislation at the Department of Finance, ‘GenAI has great potential to enhance our ability to deliver high-quality analysis to California policymakers. We look forward to piloting this technology to enhance our efficiency, accuracy, and capacity.’

This initiative follows Governor Gavin Newsom’s 2023 executive order aimed at preparing California for artificial intelligence advancements. Other AI-driven projects include efforts by the California Department of Transportation to analyze highway data and reduce congestion, and the Department of Tax and Fee Administration’s plan to streamline customer service through AI.

This strategic integration is facilitated by California’s innovative procurement process, known as the ‘request for innovative ideas’ (RFI2), established in 2019. This process allows the state to test and scale new technologies swiftly and securely.

Overall, California’s embrace of AI exemplifies the state’s commitment to leveraging emerging technologies to improve public service delivery, setting a precedent for other states to follow.
