China has revealed plans to significantly enhance its support for artificial intelligence (AI) models and venture capital investments, according to a government document prepared for the upcoming annual meeting of the National People’s Congress (NPC). The initiative aims to foster breakthroughs in technology and reduce dependency on foreign technology sources.

The government’s outline emphasizes cultivating ‘industries of the future,’ such as biomanufacturing, quantum technology, embodied AI, and 6G technology. To facilitate these ambitions, China plans to explore new models for national laboratories and will provide strong support and key responsibilities to young scientists and engineers, fostering innovation and talent development.

Part of the strategy involves supporting the application of large-scale AI models and the development of next-generation intelligent devices and smart manufacturing terminals. Importantly, the report marks the first time that AI models have been explicitly mentioned during the work reports of the government, reflecting the increasing importance of AI in China’s technological landscape.

The report also highlighted China’s intention to create an environment conducive to exploration, encouraging experimentation and tolerating failure as part of its innovation approach. Additionally, the country plans to expedite improvements to its basic data systems and promote the flow of data across borders, facilitating international cooperation and data-driven advancements.

The move signifies China’s resolve to advance its technology sector amidst global competition, especially with recent strides made by Chinese AI startup DeepSeek.
