China Boosts AI Support to Drive Technological Innovation

BEIJING/SHANGHAI (Reuters) – In a significant move to enhance its technological landscape, China has pledged to increase support for the application of artificial intelligence (AI) models and foster venture capital investments. This initiative is aimed at propelling technology breakthroughs and fostering a self-reliant industry.

These plans were outlined in a government document prepared ahead of the National People’s Congress (NPC), China’s parliamentary body known for its routine approvals.

The document emphasizes China’s ambition to cultivate industries deemed vital for the future, including biomanufacturing, quantum technology, and next-generation AI applications.

To facilitate this growth, the government intends to establish new operational models for national laboratories and assign pivotal roles to young scientists and engineers.

The report highlighted that support would extend to large-scale AI model applications, development of intelligent terminals, and advancements in smart manufacturing technologies. This is the first instance where AI models have been explicitly mentioned in this work report and follows international interest surrounding Chinese AI startup DeepSeek.

Additionally, the report stated, ‘China will strive to create an enabling environment for innovation that encourages exploration and tolerates failure.’

Further, there are plans to accelerate the enhancement of basic data systems and promote cross-border data sharing.

This effort aligns with China’s broader ambition to establish itself as a leader in advanced technologies and strategically reduce its reliance on foreign innovations.
