AI Technology in Governance

Local Governments Struggle with AI Preparedness

A recent survey conducted by the Public Technology Institute has revealed a troubling gap in preparedness among local governments for the implementation of artificial intelligence (AI) technologies. The study found that 38% of local IT leaders believe their organizations are not ready to leverage AI for safe and effective use.

Although a majority of city and county IT executives are overhauling their policies to better integrate AI, only 9% expressed feeling ‘fully prepared’ to utilize AI tools. Alarmingly, 7% indicated that their organizations have no intention to adopt AI whatsoever.

Among the myriad challenges faced in AI deployment, leaders cited security concerns, privacy issues, and insufficient skill sets as their primary hurdles. Despite the broad utility of AI in predictive analytics and administrative efficiency across governmental levels for many years, the advent of generative AI tools such as ChatGPT has prompted renewed urgency among IT leaders to refine processes and reduce manual workloads.

The Impact of AI on Local Governance

Survey respondents highlighted several popular applications of AI, including customer service chatbots, automated document generation, and improved data management techniques. In an effort to mitigate potential negative impacts on their workforce, 53% are currently creating governance frameworks for AI usage, while 29% are collaborating with AI researchers and industry experts. However, a significant 40% have taken no steps to address workforce concerns associated with AI integration.

In state government, chief information officers remain optimistic about the prospects of generative AI, seeking to streamline cumbersome processes. The National Association of State Chief Information Officers had previously published a report showcasing the potential benefits of generative AI in state procurement operations, emphasizing the adaptability of chatbots and automated documentation.

With these insights, local governments could benefit greatly from adopting strategic frameworks and enhancing their overall readiness for AI technologies.
