OpenAI Urges Federal Government to Streamline AI Laws Amid Growing Concerns

OpenAI has submitted several policy proposals to the White House, asserting that these measures will help preserve American competitiveness in the field of artificial intelligence (AI). This action follows the White House’s request for information as it formulates its new AI Action Plan, as noted in a blog post by OpenAI on March 13.

Christopher Lehane, OpenAI’s Chief Global Affairs Officer, emphasized the importance of these initiatives by stating, ‘OpenAI’s freedom-focused policy proposals, taken together, can strengthen America’s lead on AI and consequently unlock economic growth, maintain American competitiveness, and protect our national security.’

Among the proposals, OpenAI suggests that the federal government should supersede state laws related to AI, minimizing the regulatory burden arising from various state-level bills. In return for this federal preemption, AI firms would grant the government access to their models for safety and capability evaluations.

Another noteworthy proposal from OpenAI entails the development of an export control strategy. This strategy would not only restrict AI technology exports to the People’s Republic of China (PRC) but also facilitate increased exports to democratic nations.

Additionally, OpenAI requests the broader application of the fair use doctrine to allow for greater utilization of diverse data sources while training AI systems, all the while upholding the value of copyrighted materials.

The organization also urges the government to enhance support for AI infrastructure in the United States by streamlining permitting processes, digitizing government data, and easing access to capital and supply chains.

In a fifth proposal, OpenAI encourages the federal government to ‘lead by example’ by incorporating artificial intelligence into its own agencies.

Lehane expressed enthusiasm about the opportunity to discuss these proposals further, stating, ‘We look forward to discussing the above proposals with the Office of Science and Technology Policy as we continue to strengthen our relationship with the US government and work toward AI that benefits everyone.’

As the Office of Science and Technology Policy invites public feedback regarding policies for the AI Action Plan, it emphasizes the necessity to prioritize requirements that will bolster America’s dominance in AI while preventing overly burdensome regulations from stifling innovation in the private sector.
