Western sanctions have had a profound impact on Russia’s access to essential technologies, particularly in the sphere of microchips. These sanctions have led to a substantial reduction in AI development capabilities. Major microchip producers, notably in the West, have ceased their exports to Russia, making it increasingly challenging for the country to progress in AI, particularly in acquiring critical hardware.

In light of these challenges, the Kremlin has signaled a shifting strategy towards non-Western alliances. The goal is to establish a robust AI Alliance Network that brings together experts not only from China but also from BRICS nations, aiming to reduce reliance on Western technology and expertise.

Despite these initiatives, Russia still faces hurdles in AI development. A recent report by Tortoise Media’s Global AI Index ranks Russia at 31st in AI readiness, significantly behind the United States and even its BRICS peers such as India and Brazil. Former Sberbank CEO German Gref highlighted specific difficulties in sourcing essential equipment, particularly graphics processing units, which are vital for AI advancements.
